I took this picture while sitting in the Quad. As this person passed by on his bike, I set the shutter speed to 1/100 of a second in order to have some amount of time to make the background blur. I then focused on the person as he was passing by pressing the shutter half-way and panning the camera in the direction he was biking while trying to match his speed. This created the blur of the background. The difference between taking this picture and the picture that completed requirement 2 is that for this requirement, I followed the object in motion with my camera, while in requirement 2 I focused on a point in the background and waited for the object in motion to pass by in order for the object to be blurred.
