Preheat oven to 350 degrees.
Saute the chopped onion in the olive oil. Add the meat and saute until it starts to brown. Add the tomato paste, garlic, salt, pepper, and cumin, as well as the tomato paste can filled with water. Mix well.
Lower the heat and cook covered for 20 minutes. Stir occasionally and add a little water if needed. Place the potato slices at the bottom of a rectangular baking dish in one layer. Season with salt, pepper, and ground cumin.
Pour the meat mixture on top of the potatoes, (may want to do two layers of potatoes) and season again with salt, pepper, and ground cumin. The last layer is the tomato slices, also seasoned with salt, pepper, and ground cumin. Bake for 45 minutes in the oven. After 45 minutes, mix the ingredients for the topping (in a blender or with a whisk) and pour on top of the hot moussaka. Return to the oven for another 15-20 minutes until the topping is solid.
